css3 - Is HTML5 necessary for a Responsive design? -
first,im newbie responsive design.so far reading responsive design, have learnt ,its about
- flexible layouts
- media queries
- media queries came css3
but ever have read responsive designs on internet html5 ,css3 , responsive design has been spoken together.my question is
is html5 necessary responsive design ?
does html5 tags header or footer tag in anyway make design responsive or semantics ?
what html4 , responsive design ?

responsive design isn't specific web pages, that's you'll commonly hear term used. can make responsive design in windows form application via tablelayoutpanels, is, form scales nicely looks full screen, , when it's 1/8 of screen.
but really, desktop applications, there's not of need responsive design, since screens desktop / laptop aren't smaller 13 inches or so, when writing business applications.
mobile applications / web applications (for part) things accessed on wide range of devices varying screen sizes, why html5 , css talked lot when discussing responsive design.
there lot of mobile-friendly, responsive frameworks out there developing web, 1 of which, personal favorite, twitter bootstrap. using media queries, defining widths percentages of screen, not pixels, key in responsive design.
