properties - MS Access property sheet error -


i'm having issues property sheets on both msaccess 2003 , 2010 (i'm using both because our offices transferring on access 2010).

problem : whenever want edit form, property sheet displays fine won't allow me select/edit of objects properties. i'm unable change tabs. there fix?
