html - Fire onmouseover event when element is disabled -

i have controls need disable when users don't have edit priveleges, not wide enough show entire text of selected option element. in case i've added tool tip asp.net , following code

ddl.attributes.add("onmouseover", "this.title=this.options[this.selectedindex].title")

this works when control enabled, doesn't work when disabled.

the following alert not fire when mouse on select element:

<select disabled="disabled" onmouseover="alert('hi');"> <option>disabled</option> </select>

see fiddle.

q: can fire onmouseover event controls disabled?

disabled elements not fire events. can place div on top of element , listen event fired on element instead.
